The BEAM Glossary says:

  • A term used when referring to the simplest type of BEAM robots, which are non-vehicular, and non-mobile. They simply sit in one place and do something that is enjoyable to observe. Consequently sitters are basically desk (and sometimes wall or windowsill) ornaments.

If you're new to BEAMbots, sitters are a great place to start -- they're often simple enough that even someone with very rudimentary soldering and construction skills can build one without great difficulty.
