Generally refers to the condition of an input or output. There are two possible binary conditions an input or output can be held in.

  1. The low (0) state, which is typically at or near zero volts when referenced to the groundor common return line.
  2. The high (1) state, typically at or near Vcc.

Tri-state devices have an additional high impedance state, which means it is considered to be in an open (not connected to ground or Vcc) condition.

In circuits having multiple inputs and/outputs the state can refer to the condition at each, or several of the possible inputs and/or outouts.
